Qatar implemented the QFC Digital Assets Regulations 2024 on September 1, 2024, establishing a comprehensive framework for digital asset tokenization. However, stablecoins are explicitly excluded from this framework as "Excluded Tokens" because they are regarded as currency substitutes that can be used as means of payment. Previous institutional bans on cryptocurrencies remain in effect since the Qatar Central Bank's 2018 prohibition and the QFCRA's 2019 alert. The framework currently focuses exclusively on tokenizing real-world assets like real estate, securities, sukuk, and bonds. Notably, as of August 2025, Qatar Financial Centre representatives signaled that selective cryptocurrency adoption is anticipated in the near future, likely beginning with stablecoins, indicating potential regulatory movement, though no draft legislation has been formally published as of January 2026.

Regulatory approach
The Qatar Financial Centre Regulatory Authority (QFCRA) is the independent regulator of the Qatar Financial Centre, established under Law No. 7 of 2005 to authorize and regulate firms and individuals conducting financial services in or from the QFC. It operates a principles-based regulatory regime aligned with common law, emphasizing transparency, predictability, and accountability. The QFCRA co-developed the 2024 Digital Assets Framework and is responsible for enforcing the ban on virtual asset services, including stablecoins. The Qatar Central Bank (QCB) sets the overarching financial sector strategy and issued the initial cryptocurrency trading ban for banks in February 2018. The QCB is actively exploring Central Bank Digital Currency (CBDC) development and spearheads coordination with the QFCRA on future stablecoin regulatory initiatives.

- QFC Digital Asset Regulations 2024 (enacted 2024-09-01)
Comprehensive framework jointly established by the Qatar Financial Centre Authority (QFCA) and Qatar Financial Centre Regulatory Authority (QFCRA) for digital assets and tokenization. Article 9(2) of the regulations explicitly classifies stablecoins, cryptocurrencies, and Central Bank Digital Currencies (CBDCs) as "Excluded Tokens" because they function as currency substitutes and can be used as means of payment. The framework permits only "Permitted Tokens" representing verified rights in real-world assets (securities, sukuk, commodities, real estate, and bonds). All types of stablecoins, whether fiat-backed, crypto-backed, commodity-backed, or algorithmic, are classified as excluded tokens under this unified definition.
- Virtual Asset Service Providers Alert / Circular No. 46 of 2019 (enacted 2019-12-26)
Qatar Financial Centre Regulatory Authority prohibition extending the cryptocurrency ban to the Qatar Financial Centre. Defines "Virtual Assets" as anything functioning as a substitute for currency that can be digitally traded or transferred for payment or investment purposes. The alert prohibits all virtual asset services including exchange between virtual assets and fiat currencies, custody services, trading, and transfer of virtual assets. This covers cryptocurrencies, stablecoins, and all related financial services. The ban remains in full effect and was reconfirmed September 1, 2024.
- Circular No. 6 of 2018 - Prohibition on Cryptocurrency Trading (enacted 2018-02-08)
Initial comprehensive prohibition on all cryptocurrency trading by financial institutions in Qatar. The Qatar Central Bank directed all banks operating in the country to cease dealings with Bitcoin and cryptocurrencies, prohibiting currency exchanges, account opening for trading, and transfers for buying or selling cryptocurrency. The circular cited concerns including extreme volatility, potential use in financial crime and money laundering, cybersecurity risks, and the absence of underlying assets or government backing.
